The Medical Records Department (MRD) of Peking University Third Hospital is an indispensable and vital department for hospital administration. As one of the hospital's technical departments, it is primarily responsible for the collection, organization, classification, coding, registration, archiving, storage, supply, statistics, and information services of all medical records across the hospital. It assists relevant hospital administrative departments in medical record quality control, serves clinical care, teaching, research, preventive healthcare, and hospital management, while also providing essential information services to medical insurance, work-related injury assessment, and public security, procuratorial, judicial, and other authorities. Since its establishment in 1958, the department has transitioned from manual management to digitalized electronic medical record management. It is organized into five working groups: the Organization Group, Cataloging Group, Copying Group, Statistics Group, and Follow-up Group. In 1985, to prevent the loss of medical records and save storage space, microfilm technology was adopted. In 1994, a computerized management system for the medical record home page information was introduced, gradually steering medical record management toward computerization. In 2005, the medical record information system was comprehensively upgraded, with partial scanning of inpatient records, advancing medical record informatization from standalone systems to networked management. In 2016, a unique home page management and quality control system was developed, greatly enhancing the speed of disease coding and data quality. In 2018, an adverse event reporting mechanism was established. In 2019, a trusted archiving system was launched, marking another breakthrough in the paperless initiative. In 2020, a statistical platform was established to support various statistical monitoring and evaluation systems. In the same year, to ensure epidemic prevention and control safety, a copying mini-program was launched on the PUTH III APP. From 2021 to the present, the department has conducted data analysis and report interpretation on DRG-related indicators for clinical departments. Throughout its development, the department has built a well-structured personnel梯队 and cultivated a group of leading professionals in the field. It currently employs 57 staff members, including 7 with master's degrees and 20 with bachelor's degrees; 1 with associate senior professional title and 17 with intermediate professional titles. Director Chen Jianming has co-edited books such as Disease Diagnosis, CN-DRG Grouping Scheme, and Common Clinical Medical Terminology. In the past five years, multiple staff members have held academic positions related to coding and statistics and have published several papers in core journals. Deputy Director Li Yang has led a hospital-level seed fund project and participated in key clinical projects at the hospital level as well as national-level projects under the Ministry of Science and Technology. In its development, the department has deeply integrated Party building with professional operations, fostering a mutually reinforcing positive environment. It was awarded the title of Advanced Party Branch in 2020. From 2022 to 2023, under the supervision of the Party branch secretary for two consecutive years, the department diligently implemented the "Three Major and One Large" system, achieving the top ranking (1/53) among clinical and technical departments in the hospital discipline inspection commission's year-end assessment. It received the Typical Case Award for Continuous Quality Improvement in Healthcare from the Hospital Management Research Institute of the National Health Commission in 2021, as well as the Beijing Medical Quality Management Award. In 2023, it participated in the National Health Commission's medical management project on "Unplanned Reoperation" and was honored with the Excellence Case Award. Combining hospital development goals with its professional strengths, the Medical Records Department of Peking University Third Hospital has achieved significant progress and holds a leading position domestically in key areas such as International Classification of Diseases (ICD), statistical analysis of medical record data, and electronic archiving of medical records.
